Library and adult community learning services – have your say

As part of our plans for 2024/25 we’re proposing some changes to the way we deliver library and adult community learning services.
The proposals, which are out to consultation as part of the budget setting process, include transforming Malpas Court Mansion House into a new community learning centre.
Over the last five years, library use in Newport has reduced and changed significantly. The proposal aims to meet the changing customer demand, make the best use of community buildings, and develop library community outreach.
The service would place a greater emphasis on public engagement with more events and activities which promote reading and improve literacy within Newport’s communities.
The council’s asset rationalisation project also aims to make the best use of its buildings to ensure they are financially sustainable and meet the needs of the community.
The proposal would see Bettws library move into the community centre, preserving provision in the ward. Malpas library would move into Malpas Court further enhancing the offer from this building. As two of the least used libraries, Pill and St Julian’s would close. However, both sites would benefit from a bespoke and enhanced local offer from a new community librarian.
Any building no longer in use would be considered for community asset transfer to community groups, alternative use by the council, or sale.
